Ethiopia: Govt Signs Health Partnership Pact With Int'l Organizations

Ethiopian Ministry of Health and 13 International Health Partnership (IHP) representatives of development partners and agencies signed accord to provide effective aid enabling Ethiopia to make rapid progress towards achieving the MDG's through the Health Sector Development Program (HSDP).
Health Minister Dr. Tewodros Adhanom along with high officials from the Ministry of Health and an official from the Ministry of Finance and Economic Development representing Ethiopia as well as foreign ambassadors and representatives of the development partners from bilateral and multilateral organizations signed the agreement at the Sheraton Addis on Tuesday.
The signatories agreed that the IHP compact sets out understandings reached between the Ethiopian Government and development partners having common main objective of providing a framework for increased and effective aid that would enable Ethiopia to make rapid progress to wards achieving the Millennium Development Goal's (MDG's).
Dr. Fatoumata representing WHO said, "The substantive content of the IHP Compact being signed in Ethiopia is consistent with the global frameworks which define the fundamental principles of good governance, sustainable and predictable funding, mutual accountability, partnership and strong coordination in the health sector." The compact establishes the guiding principles and management arrangements that will be observed by government and development partners in order to improve the contribution of development assistance to achieving health MDG's. It also comprises specific commitments and obligations for the implementation of the compact and a collective target for the level of total aid for health, and particularly of pooled aid, that the signatories collectively endeavor to provide to Ethiopia in each year in the period 2009-2015.
Nearly a year after the signing of the global compact in London on 5th September 2007 by the international organizations and bilateral donors to achieve the UN Health Millennium Development Goals (MDG's), Ethiopia has become the first country to conclude a national compact.
This compact provides an overarching framework for health aid coordination in Ethiopia. It further complements specific agreements relating to the Ethiopian aid policy and the code of conduct to promote harmonization in the nation's health sector signed between the government and development partners in September 2005 as well as the HSDP Harmonization Manual published by the government of Ethiopia in 2007. Future aid agreements will be framed to be fully consistent with the provisions of this compact.
